Do you have a projectile in mind? Looking at the 7.62x54R on Hogden may be a place to start.

I'm looking at the 220 grain round nose bullets. I'd like to try to get as close to original military load that I can.
If i were to start it out I would go with the low charge for 220 grain on 7.62x54r on Hogdens site and work up from there.
But there are other folks on here with more experience that may tell you better info.
The only load I have ever worked up from zero info is 5.45x39............ I started way low in the powder range there as well . Little skeered lol.

I’ll check my manuals but first thing I’d do is determine what chamber pressure your rifle was designed for. Similar sized cartridges could have been designed for vastly different chamber pressures.
I got nothin’, sorry. I did see that it ranges between 40-42Kpsi. I also noticed in the COTW the 8x50r Siamese mentions the 7.62X54r but not the Austrian. One thing that may be of interest and useful info is that in the powder burn rate chart it goes Reloder 7, IMR3031, Benchmark. Wish I could be of more help.
