if you can print one on a 3d printer, how will they enforce the law?

Seriously, this will be "enforced" in the same way 922(r) is enforced, which is almost never. If someone is involved in some other event such as planning a mass casualty attack, then they'd enforce it. Just getting caught with a single bump stock at your local range goofing around? They might be arrested, but I seriously doubt they'd ever be indicted.

My students were having a discussion about gun control, 16-18 year olds. I showed them several videos of 3d printing and home milling of aluminum and polymer uppers, lowers, magazines, and frames. I then asked them how easy was it to buy a joint in school and compare that to making and purchasing a DIY firearm if there was enough profit. They figured out that pretty quick that it would just create crime.
