200,000 people left that state since the last census that puts them in to a state that has actually lost population. That's why the loss of the seat.
Now, here is the issue, those folks leaving will want the same benefits in the state they are moving to that they lost when leaving commiefornika.
No state should allow state to state migration without a promise to dump the idiotic politics they just left. Three months in a think tank where they are subjected to conservative policies and why they are good for you or go back whence you came from.

How about we require all "transplants from liberal states" spend one year in Mexico prior to moving to the U.S. state of their choice?
