In other news, the California Supreme Court blocked the proposition to split the state into 3 seperate states even though it was going to be voted on in November.
This isn't surprising in the slightest. FWIW, last time I worked out there I lived about 2 miles east of there in Lakewood.

Well, the first problem is he is applying in Torrence, CA which is in Los Angeles County.
Currently they have only about 400 CCWs issued in LA County, population about 11,000,000.
In CA, issuance of CCWs is decided by the County Sheriff. It is a state wide license, but the County Sheriff gets to determine which, if any, residents of his county get to carry.
Number of CCWs issued to people not directly involved with the Sheriff's Office in some way, IIRC 9.
LA County is what we called a "No Issue County".
When I lived in CA, I was in Kern County. Population about 800,000. Number of CCWs issued, about 5,000.
Took me just over 3 months from application to receipt of CCW.
