How about hospital admissions? I seem to remember those in my hometown.
Pretty sure that would violate HIPAA.

I'm of mixed feelings about publicizing arrests. The downside is that they stigmatize somebody who hasn't yet had a trial, and may have done nothing but be in the wrong place at the wrong time. The upside is that arrests are newsworthy, and reporting them allows the public to keep an eye on the police and make sure they're not abusing their power for purposes of harassment, etc. See, e.g., http://reason.com/archives/2018/08/03/cops-intimidated-tracked-california-mayo

If they're going to publish arrests, then they should publish charges dropped, declined prosecutions, plea bargains, acquittals and convictions.
