Antlers - new or never dropped?

Shedding or casting is somewhat due to nutrition and testosterone levels in mature bucks. If, for some reason there are still unbred does in the herd a male deer‘s testosterone levels will remain high thus leading to late season casting. I don’t believe antlered does cast their antlers.

In your pictures I don’t believe this buck is in velvet therefore I believe he has not casted his antlers. Either that or it’s an antlered doe but here again the picture leads me to believe it is a buck.

Damage to their nuts will cause a buck to not drop their antlers. We had one around our house for several years. The antlers turned a chocolate brown over the years. Never got any larger either.
