So Cold Hand Arms, Serbu, ect buy an off the shelf Mossberg or Remington and Then file and pay $200 to Uncle Sam and build that into their final price for the AOW? Do they have a six month wait as well before they can sell it?

No. They pay a yearly tax of $500/$1000. They make the shotgun, then file a tax free form 2 to add the item to the registry. Once they receive the form 2 back approved, they can sell the gun to you for a $5 transfer.

Also remember that in order for it to be made into an AOW, it can never have been a shoulder fired Shotgun (ie. have a buttstock). An AOW has to be made from a virgin receiver or from a pistol grip only type of Shotgun.

You submit the paperwork first! when approved then and only then do you cut it down.

Maybe I am looking at this wrong. If I am going to pay the $200 to someone either way, would it not be better to pay the stamp and cut it down? Then I would have an option to use a pistol grip or stock. Right?

For a form 1, AOW is a waste of money. SBS will let you do both and cost the same $200.

Yes, it would be a waste of money to Form 1 an AOW since a Form 1 is a $200 tax no matter what you are making. You might as well Form 1 it as an SBS and then you can configure it anyway you want it. AOW's only TRANSFER on a Form 4 for $5, so if you want an AOW, just buy one that has already been made.

If you have a pistol grip only shotgun that came from the factory that way (like some of the Mossberg's do) and you just absolutlely want it to be an AOW and not an SBS, you can save yourself some tax by doing the following:

Take your pistol grip only shotgun to a licensed manufacturer (any 07/02 FFL/SOT will do) and have them make it into an AOW. They would do this TAX FREE on a Form 2. You will have to pay them to cut it down (which you would have to do even if you did it on a Form 1 yourself) and they will have to engrave their info on the gun as the maker (which again you would have to do if you did it on a Form 1 yourself), but they could then transfer the gun to you on a Form 4 for a $5 tax.

    Sheesh....

To make your own (Form 1):
    AOW - $200
    SBS - $200

To buy one already made by someone else (Form 4):
    AOW - $5
    SBS - $200

    Thanks for simplifying NikatKimber.

I still want a Serbu Shorty AOW, but only wish the 870 came in 20 Gauge. :(

Plus, it's hard to swallow the recent (last 1-2 yeas) price increase to that of basically $800 delivered.

They do offer the Super Shorty 20 gauge based on the Mossberg 500, but not the 870.
