This has been discussed on the Kansas forum and to date just one of the sharper folks (and yours truly) asked they carry their weapons with an empty chamber? So the cat is out of the bag.

Yes, I caught that too. Wondered if they always carry that way, or if it's to practice malfunction clearing under time stress. Some of them seemed *really* slow between draw, and racking the slide, so I wondered if there wasn't a dud in the chamber that they had to pull the trigger on first.

Or they're just really slow.
