From what I can tell, proposal is to make any receiver (including Possibly uppers) a firearm.
Lots of ambiguous language.

I haven’t finished reading the entire proposal but it looks like it would reclassify new uppers as firearms

The ATF needs to be told they are not law makers.

They can call 'em "rules" all they want, but if breaking a "rule" sends you to jail, that rule is law.

I read it briefly. My interpretation is that they want any firearm upper and lower that’s made by a non-FFL to be serial numbered and registered by an FFL.

Once the proposed rule has been published in the Federal Register we have 90 days to comment on them. We did stop their planned pistol brace rule change last fall by flooding them with negative comments. We need to do that again.
