I agree with you Thor447.
Seems there are some who read what they want to read. It is clear. The second part clarifies the first. Make ammo for yourself and you don’t need a license.
If one sells, distributes and makes a one does.

kind of like making firearms. It’s legal to make it for yourself. This is a technicality talking about a receiver or frame. It’s legal for a relative to inherit it. It is not legal to sell unless it has been serialized and then the tax for manufacturing has been paid.

What these two have in common is Uncle Sam wants his tax. We know what happens to people that don’t pay their tax. Tread at your own peril

It's a gray area, and I can assure you that I'm not the person to test the boundaries in federal court.

I have never sold, or even given away, any of my reloads. Anymore I don't even allow my reloads to be fired in someone else's firearm.

Sage advice. The flip side is that if someone gets hurt shooting my reloads, I'm legally liable.
