The $16 million should cover the cost of restoring the franchise of some 32,000 registered Black and Hispanic voters in Florida that would have been excluded because of debts relating to felony convictions that have already been served.

And time served is just that.

Time served counts but I believe you have to have the courts reinstate your voting rights. Not 100% on that but I think it’s how I read it.

In most cases, with rare exceptions, the States determine who is barred from voting.

It seems to me that the felons aren't having to serve all of their sentence (paying the debts); Bloomberg is serving it for them.
Some of their debts I may not agree with; court fees and the like, don't know for sure.
Sure looks like buying votes tho.
