I have a .22 with a bull barrel but dont really want/need a scope on it necessarily.
Are there good sights out there, maybe a rear peep and dot front, that can be attached via small threaded holes drilled into the barrel? Gunsmith suggested this option over a dovetail and it seems reasonable.

Without knowing the specific make and model of the rifle in question, I'd look to Tech Sights. Yes, they require a rear dovetail, but there's a sleeve that works for the front sights, and they mimic M-1/AR-15 sights. I love mine, and wouldn't be without them. I do recommend replacing the front post with a square post, though; it reduces glare.

Check out Williams sights. They make several different styles that should match the radius of the receiver and barrel. Minor drilling and tapping will be required.
