If Remington doesn't do anything about it, I would do what RKlarry says, and use a kinetic bullet puller to knock it most of the way out, then reseat it.
I would also check other rounds in the box to make sure they won't do that too, by pushing down on the round with your finger. It looks like they didn't get enough crimp on those, so it is possible that similar setback could happen when the rounds are being fed from the magazine.
Don;t know why they are so short, could be a dozen different answers, but I'm betting it wasn't at the factory. If their assy line is anywhere near up to date, they would have a laser or proximity probe to catch any short rounds going down the line. Thats elementary QC that is common in the MFG world.
It couldn't catch a loose crimp though, and if the box hit the ground hard during shipping, it could have resulted in set back. I've never had anything but good service from Remington. Looks like they are taking care of your problem.
