You’re mistaken about that. The article is about a traditionally Republican seat that the Democrats flipped in 2018. The seat flipped back to the Republicans in the special election. The Democrats held it for less than two years.

I went back to the story, and did see it was a wee bit ambiguous, so I went to look at the "history" of the 25th district out there. I concede that I was wrong.
Sorry. But the original story alluded to "going back to 1998," so I assumed it was the 25th district. Evidently the story isn't clear enough.
Buck Mckeon (R) held the seat from 1993 till 2015
Steve Knight (R) held the seat from 2015 till 2019
The interesting thing about the 25th district that we are talking about in this thread is that it looks like it was redistricted about 4 times. Each time it seems it was done it flipped parties.
Last redistricting was 2011. Republicans held it for eight years after that, and they hold it again.
