I work in this industry. The current compact has specific markers (number of machines, revenue earned, taxes collected, etc.) that if met by 12/31/19, clearly states that the compact auto-renews. The language is pretty simple. All this talk about bringing the tax % in line with other states is mostly comparing OK to non-tribal gaming states rates. The only non-tribal gaming in the state is at Remington Park and Will Rogers Downs (regulated by the Oklahoma Horse Racing Commission), where the state already takes 50%. Of all taxes collected by the state from gaming revenue, 90% is paid by only four tribes. These tribes have already stated that they'd be willing to sit down and renegotiate tax rates, but the Gov's position is that they want to renegotiate the compact itself and would not meet with the tribes. A federal lawsuit has been filed by these tribes, so we'll see where it goes. I've read the compact, and I feel (although I'm not unbiased) that the tribe's position is much stronger than the state's. If push comes to shove, the tribes can convert their gaming floors to Class II machines, and the state wouldn't earn a single penny.

Personally I think no contact can go on in perpetuity if any side wants to make a change. The tribes fell if they don't want any changes (and why would they considering they have a great deal) then it just continues. It will end up going to court at some point I'm sure. But I agree that more cash coming in can't hurt. I know the goobermint will misuse a portion of it but at last a little will do something good.

And if the tribes don't want to agree to changes I'm sure some company would love to come into downtown okc or Tulsa and build something to compete with them. My guess is they would rather pay a little more than risk taking a big gouge from another casino.

I keep hearing about a multi-million dollar “rainy day fund”. What is that? What is it used for?

My observation has been that wherever there is a pot of money somebody will put their sticky fingers on the money and make off with it or at least a portion of it. The high flutin' folks call it embezzelment but I call it Stealing.
There are folks that just can't stand to see a pot of money just sitting there in wait for a REAL EMERGENCY.
I have seen this happen in places from government to churches.

No contract is forever. And I am guessing without a doubt the tribes don't want this to change. Apparently the state (or those in power IN the state) DOES want it to change.

I am not necessarily in favor of increasing the taxes... I am not in favor of taxes in general, and this may or may not be the same thing as claiming 'the rich don't pay their fair share', which is a complete crock of f***ing shite.

But what I AM all for is free market and fair play. If it's good for the goose, it's good for the gander. The bottom line is, the tribes want to maintain as much of a monopoly on gaming as they can. I can understand their position. I just don't agree with it. I also think we should relax the liquor laws, should reduce taxes on lots of things. If we increase the economic opportunities, the state as a whole will benefit. I am NOT in favor of maintaining protected status of the gaming industry to only those who can and will grease the right palms to keep their monopoly. And I don't see any reason the tribes (OR plain ol' horse racing) should have a monopoly on it.

Never been in a casino any where in the world and have no intentions of doing so......I have nothing against them nor do I have any problems with those that do frequent them it just ain't my thing.

Now back to the subject......@tRidiot pretty much summarized my feelings in two short words, "eff' em".
I'm like you on this. However I did venture to the casino in Hinton last Fri. I dont gamble but wanted to people watch and my brother in law went and he does gamble to he showed me how to lose $50 quick lol.
I drank a beer and watched the people.
I will be going back though because I noticed probalbly a dozen folks in the bar/eating area that had the most beautiful looking plate of fried catfish. Bartender said it was a friday special for $7.99, also Wed. special is frog legs or calf fries for same price lol. Thinking about going tonight.

The only reason we go is to people watch. We were at grand casino for a concert, the wife and I got hungry and went downstairs about 1:30 am to find some food. We spent another two hours watching. It was really entertaining.

I think Governor Sleeps Alot, Brad Henry and his team purposely left it vague. Had a Democrat or even a ‘play along’ good ol boy Republican been in office, things would have carried on as usual.

What dumbfounds me is that the FEDS have jurisdiction over the tribes. Sooooooooo.....

1. How do the Feds/Federal Government and even the state allow a monopoly in Oklahoma??? Only allowing ..in Oklahoma..a certain group of people a business...isn't that a monopoly?

2. How do the Feds and the state allow or even promote discrimination? Can only white people own a casino in any state? Can only blacks or any other race be the ONLY ones to own a business? If the answer is no....then why can't nontribal casinos be allowed on nontribal land....like other states? Again...isn't the OKC area part of the original unassigned lands? That's why you don't see a sign telling you what tribal land your leaving in the OKC area.

Just my 2 cents

The Governor is doing what would have to have been done eventually, that is questioning if the compact goes on forever, and second negotiate what the tribes pay the state. And I don't think the tribes have a good chance in court, the federal gov. has to to balance the tribes and the states, and the big PR campaign the tribes are doing right now is to try and sway public opinion there way, so they don't have to go to court. And I don't believe the tribes are doing that much for the state, I was here before there were any casinos and our state is about the same. We have a good Governor in Stitt, better then any I can remember, especially the two that are on the tribal commercials!
