Look at the Bixby area South of Tulsa. I would not trust any dam holding enough rain in a heavy rain season like those people do. What happens when they have to let out or risk loosing the dam which would be worse. It has been close a few times in the past.

Keystone at max was interesting. These dams were built for flood control. Greed and foolishness put people in at risk areas.
South Louisiana. I told my sister every car that goes down there should bring a bucket of dirt.

People have ancestral homes and property long before the dams were built.
It’s the people building those dams responsibility to build the to withstand a 500 year flood.
We live downstream from Kaw lake but on a ridge with no chance of home flooding with a breach. Others in the area have been advised to evacuate more than once.
