There is the key word to this whole argument. If I'm going out on a friday or saturday night with friends and know we'll be bar hopping, or going to a party somewhere, am I going to carry? Of course not, that would be stupid and irresponsible. However, if I'm taking my girlfriend out to a nice dinner at a restaurant, and I want to have a (1) good beer with my meal, I don't see a problem with that. Most of the time I don't even finish the beer. I just like to have it with the meal. It's all about responsibility and being accountable for your actions. I wouldn't walk into same restaurant and start pounding long island teas. That would be irresponsible. That being said, it's easy to figure this stuff out when you can plan ahead. Going drinking, don't carry. Going out to eat (responsibly), no problem. It's when you find yourself in those unexpected situations (Co-worker wants to go grab a beer after work) that you need to turn on the old brain and say, hmm, maybe that's not such a good idea. Responsibility, responsibility, responsibility!
