Remember that in most of the world, Scouting has long been co-ed; this being the World Jamboree (as opposed to the National Jamboree, which I've attended), this seems prudent (and isn't really news). Even twenty years ago, condoms were at least available at the World event; this may be a change in distribution policy, but maybe not even that--it depends on how "made available" is defined.
