OK, doves limit of 15 unless Eurasian collared (no limit) no 3 round limit. My question is can I shoot them on the ground or sitting on a fence. Or do I need to shoot them in the air? I can't find the answer in the regs.

Couldn't find a thing that says no. I'll keep looking but you can call a GW. I personally shoot them flying because everywhere else I've been in the past, regs stated specifically they have to be taken on the wing.
Caveat - AZ has no season and no limit on collared doves since they are an invasive species. You can kill them anywhere and everywhere you go and as many as you want with almost whatever means you have available.

used to say you couldn't shoot them at roost or on the ground. changed the reg's so much they probably left it out or maby they figured it was common sense. i looked briefly didn't see it but pretty sure its still illegal. we used to let our ducks come in set down for a minute then stand up and jump them up everyone could pick one to shoot .no shooting into flocks. pot shooting is what Oklahoma called it.
