I don't think any country is dumb enough to try this. We WILL know who the originating country is and massive retaliation will ensue, ensuring overwhelming destruction.
Yes, but some folks just don't care about the collateral damages. As long as they get to scurry their fuzzy butts to a "supposed" safe place, they don't care.

Recently read about one of the post-war nuke tests. One bomb, an air burst, over the test site in the Pacific knocked out power & phone service in Hawaii 900 miles away. 3 properly spaced device could take out CONUS and a decent chunk of Mexico & Canada.
