Being from Texas I’ve heard long guns are fair game but I can’t buy pistols face to face in Oklahoma. Is this true?

Does this refer to all handgun sales between non-licensed individuals or only those sales where the seller and buyer are residents of different states?
Might be a dumb question, but I'm an escapee from a state with very strict firearm transfer requirements so I'm still learning how things are done in free America.
