I bet it wouldn't over penetrate with jhps. The bullet goes so fast that the expansion is probably big enough to stop in a soft target reliably.

I ran JHP through mine and never had an issue, of course that was against targets, not humans...

Great video. I like his test model that introduces much more validity to a test vs ballistic gel.

Yeah, the powers that be changed the projectile we civilians could buy. Federal makes it domestically (and I believe for FN). 22wmr will do the same thing.
