For those outside of the area and unfamiliar with where the park is located, there was a LOT of massive heavy construction that went into reshaping the stretch of land to make it viable for the park as planned. 2 miles of a major 4-lane road was entirely closed for two (or has it been three?) years. They basically recreated the bank of the river over those miles also.

While I'm not sure all of that planning was necessary, I can see how the civil engineering drove the costs to those figures.

I have to laugh following your comment on civil engineering in Oklahoma. Imhotep and the Roman Legions forgot more about the subject than I’ve seen demonstrated in this state over the past 41 years.....

$400,000,000 for a park is insane. 1/10 of that is over the top.

Do keep in mind that figure includes....

-Buying a prime piece of real estate and scraping it, which had a mansion on it.
-relocating one of the busiest roads in Tulsa and building two land bridges over it
-build up several parts of the bank of the river
-Spending ~150 million on the park it self
-establish a trust to pay for security an upkeep for 99 years

I'm forgetting a number of things but oh well....

Ain't that the truth.

At the very least we have the drop outs when it comes to traffic management/control/planning and road maintenance.

Here's the list of donors and I suspect they are in descending order of donated amount.

The Gift Of Gathering
At $465 million, Gathering Place is the largest private gift to a public park in U.S. history. Gathering Place would not exist without the generosity of families and businesses committed to continual growth in our city. We are grateful for their generosity in allowing Tulsa a place to gather together for generations to come.
