Every year, some "journalist", I use that term very broadly, takes the OSBI SDA annual report and writes a story. Every year they talk about the number of permits issued for the year. They talk about these permits like they are new permits. However, the OSBI does not break out the statistics for NEW and RENEWALS. So the numbers look rather skewed if you think 40,000 people applied for new permits last year. With only 140,000 permits issued totally, you would think it would stand out as odd. But they never look into the numbers, they simply write away...
