Hunting theme not required for duck stamp

I get it to a point. I know people that don’t hunt but belong to DU and buy a duck stamp for the conservation part of it. I’ve never seen one that had a ‘hunting’ theme, just artwork of ducks.

Wonder how much $ is required to design it and change it every year and do the special printing? Why not just put "Duck Stamp" and year it is valid for on it and be done.
