While this video deals with the problems in the EU, the idea that the immigration attorneys and NGO's are active in the effort to dismantle the state is unmistakable. Hungary's solution is to allow a "transit" zone within the border but before their fence. The fence, has not surprisingly cut illegal immigration by 100 percent. So if an illegal is detained they are sent to barracks in the transit zone to await their hearings. They are also free to leave the country. Surprisingly most don't choose to wait around for the hearing. Since they are technically still in the country, the NGO's attorneys can't use the saw of being deprived access to beat up the state. Perhaps this is just moving them down the road, but down the road they go.
