This is what I am starting to think as well. Had one of our K9s hit by a fragment from a ND by a watch stander dicken around with his weapon because he got bored one night. Nearly became a homicide scene as it took three of us to stop the handler from having a meet Jesus meeting with the moron.

No agency has a reg that disallows K9 to be off-leash, on private property, without permission ?

All that land " north of Edmond" is owned by somebody, I would lay odds it was private property. I find a cop K9 on my property off leash, w/o asking permission, I'm getting an official apology, at the every least.

This whole thing stinks. If it wasn't a cop, there would be all kinds of investigations going on. Public investigations.

Something fishy with the K9 shooting. Maybe dog got in to a coon/skunk/etc. and LEO tried to shoot it and ended up hitting his own dog.

Not that I'm aware of... shouldn't have to have rules for common sense. Most say things like "under control at all times". Control can be verbal or physical.

That being said, common sense would dictate you give your dog a break in secluded public spaces, or areas where you have permission to be. On or off leash is dependant on the k9 and the area.

There’s a lot to that dog story. He was “off-duty”. Boley was his second Department. He started at Cashion. The whole dog shot story was a lie to cover for him NDing/shooting his own dog. Turns out he allegedly likes to SnapChat/rape underage girls.
