Said it before. Any cop that continues to work for these shot hole cities is a fool ( ESPECIALLY Minneapolis ). Getting to the point where Im losing sympathy for them. Turn in your badge and move to a state where your services are appriciated. Or at least appriciated more than where they are coming from

I'm still not entirely clear about what the chief expected from his two off duty, out of state, obviously not carrying weapons, officers to do?

Were they to remove themselves from a witness role and act as police officers out of their jurisdiction with no police powers or is he just pissed because they crossed a barricade?

They may have a good suit against their department.

If they were just standing ”inside the line” and not participating in the activities to gain entry they could argue that while they were watching they were pushed inside with the crowd and then got out of everyone’s way when the line was crossed.

If all they were doing was standing there watching and smiling what authority does the Chief have? Can the Chief dictate when and where they go and whether they display a smile or a frown?

So long as they weren't convicted of any crime, it could be a 1st Amendment issue.
