I faintly remember the military using glass syringes and plungers with no rubber components some years ago, perhaps those can be found somewhere? Used to be it was easy to pick up a syringe but he druggies make it hard for the rest of us.

Hey, I just did a search n the net and found that one can find a glass syringe with glass plunger no rubber components. EBay has them! You just have to have a needle.

You could use a bolt that is a slip-fit in the syringe barrel for a plunger. Just cut off the threads and cut/file a groove for a neoprene o-ring (auto parts stores usually have a good selection of o-rings). This should eliminate the oil/rubber issue.

A carriage (or similarly rounded) head would make a good handle for the plunger. Stainless or brass wouldn't rust, and brass is easy to work.

Just a few thoughts.
