I think I have actually found the law about the creation of the zip codes to "Get what we deserve" I knew there was nobody that was setting down and figuring out which ZIP was poverty and which was not. There had to be a formula.

It seems my hunch about lower income ZIP codes and percentages of Medicare payments doled out in the past in the geographical areas were spot on. These are factors in the formula, age, sex, welfare status, and institutional status The areas were initially MSA's or metro areas over 50K population. Then the counties of states but Los Angeles is in one county and Atlanta is in eighteen counties so that didn't work. They had to find a smaller area for the Part C plans to pay off. Zip codes.
