Mexican Vigilante Group vows to kill members of Los Zetas Cartel

The premise is that the government is worried about the Zetas actually becoming powerful enought to overthrow the mexican government so they are trying to arm their competition. This was lead furth credance when it was found out that the DEA was found to be looking the other way on Sinola Cartel drug shipments into the US and were in fact assisting Sinola leadership by giving them advanced warning when Mexican or honest US officials were in their area of operation giving them time to avoid the authorities. In return for the DEA's assistance the Sinola Cartel was informing on Zeta shipments. F&F was just a part of a larger justice department operation to empower the Sinola Drug Cartel against the Zetas. My best guess is that the idea was to keep the cartels fighting each other so that none of them become big enough to pose a threat to the legitimate government of Mexico.
