It would be pretty simple, and easy to hide from prying eyes. Instead of an open forum use an IRC server with some obscure channel name and have the channel locked with a bot. To get in you had to message the bot with a password and it would invite you to the channel. There would be no way for anyone other than an IRCOP (which are rare these days) to get access or see who is in the channel.

Unless you are encrypted from your PC to the point of connection to the IRC, you can/will/are being intercepted and monitored. Everyone on every leg of the comm channel has to be encrypted as well....and it has to be good encryption.

If your life depends on it, you can’t really depend on anything connected to the internet being secure.

Yes, the government could technically packet snoop you if they had reason to believe you were doing something they didn't like. There are ways around that though. As you said, encryption is one way. Another is that there are plenty of ways to connect to IRC. A web based client could be used and all you would have to do is go to someplace that has free wifi, connect with a phone or tablet, and they wouldn't know where you coming from.

And there are other ways as well. Its just a lot more secure than discussing stuff in an open forum, or even a closed forum.

VPN is being touted as secure but as has been said, your digital trail can never be totally secure.
Apple seems to have a lock on security for the most part telling LEO they can pound sand. They won’t give them a back door, but I heard the FBI has found it.

VPN only protects your anonymity by not giving your true IP to the connected source. If any gov agency wanted to see what you were doing they could have your ISP packet sniff and copy the data to them. Thats why encryption is the best protection as your data is encrypted from the moment it leaves your computer. Think of a vpn like you calling a friend, then them using a second phone to call someone else and holding the phones together so you can talk to the other person without them getting your true phone number. This works to keep the person you talked to from getting your phone number but if someone has a tap on your phone it wouldn't matter.

That's the way I understand it. You can also direct it to servers anywhere in the world so it looks like your posting from Egypt. People that get banned from social media use these to get right back on. Some security is better than others. We have had banned members log back on to this forum.
When working as a control systems Tech at the Power plant, we recognized there was zero total security if we tied our control system into the internet, even with double firewalls.
The decision was made to have zero outside connections. Any upgrade had to come from the factory developers that came to the plant and they stood the liability if they infected our system.
