Soak them in warmer water. We give the ones we dehydrate a good HOT soaking. The longer you soak them in warmer/hot water the moister they will become. It may also depend how you are preparing them. Maybe try a different method with the "dryer" ones you find?Tell me more...
When I have found them in the field on the dry side, it doesn't seem that a good soaking is enough to make them palatable.
