Sheep. At least if they're anything like my brother's goats, they'll strip the trees, but won't eat anything on the ground. Plus, sheep will give you wool, and if they quit working, you can have some mutton...
Sheep eat grass.

They pull it right up out of the ground by the roots, and don't leave anything at all for the cattle to eat.

I learned this from watching Wagon Train 55 years ago.

Years ago, I stopped by our county commissioner's house, and we got to talking about the sheep he raised. He said they'll eat more weeds than goats. I know that when we moved our goats to the farm, they spent all their time eating clover rather than weeds. :D

From what I understand though, sheep aren't hardy as goats by a long shot.
