Of course, the government says it poses no danger.

This is STRANGE!! Why would any nation use spy balloons, when they have satilites that can read your news paper in your hands on you front porch?

There is much more intelligence that can be gained by low altitude balloons vs Satellites.

They use balloons because they fly @ lower altitudes, slower. This gives them time to take detailed photos of the ground and collect radio and microwave traffic.
