Looks like a great neck muscle strengthening exercise. I’ve been watching some YouTube videos of Angela Lee and her little sis, Victoria Lee ( sadly now deceased), MMA fights at some arena in Singapore. Those young women are so fit and scrappy. Very entertaining. They do some punching and kicking, but when either of those Lee sisters get to the ground, get an arm or legs around their opponents neck, it’s just a matter of time. The match commentators call it the anaconda. You need a strong neck. They call their weight class, atomweight.

As funny as this looks I imagine it's done for a reason. After I was involved in a motorcycle wreck a few years ago I had several odd exercises routines that I did at the gym to try to minimize the loss of motion in my arm that was the result of the accident.
