I am trying to make a list of the de facto states that offer a non-resident CCW licenses. I reviewed the list on handgunlaw.us but many of those are may-issue, or require the applicant to attend a class in the state of issue.

I know of Florida and Utah, and I believe New Hampshire and Pennsylvania do as well. Any others?

Here's a link to the whole list:

Read the fine print before sending in any money, as several of the states won't actually sell you a license unless you meet their "special qualifications."
Many require you to take a class and apply in person in that state.

The practical ones for an OK resident without traveling far are FL, UT, ME, VA, TX, NH, PA.
Note that all these states except ME already honor the OK license.
List of states that honor OK has gotten much better in the last few years.

I have a VA non-resident license. In the height of the hysteria, when OK was taking 100+ days in some instances, I got mine back in 33 days from VA.
