While we're on the general topic of police use of force, it behooves us to consider that some of that attitude is strongly encouraged by fed.gov itself, through its grants of military hardware to civilian agencies. Known as the 1033 program, the DOD has always been pretty secretive about what it gives away, but finally relented to a FOIA request. The story is below, and it's certainly interesting. Why did the Los Angeles school district need its own MRAP, and grenade launchers? Does the Detroit school district have such a problem with mad bombers that it needs not one, not two, but six bomb disposal robots? Why would Winthrop Hollow, IL--population 6,700--need ten--count 'em, ten--DOD helicopters? And here in Oklahoma, it looks like about every eighth city or county on the list has its own MRAP. Funny, I've not noticed Al Qaida setting IEDs in Bixby, or Bryan County, or Grady County.
