OK I'll settle in to eat some crow. A couple of bites anyway. I was under the impression that a legislative resolution was just an "opinion" on an issue in that given session and wasn't binding on future sessions. That it was SUPPOSED to be considered by future legislative bodies and courts but we all know how that goes. :rolleyes:

I'm happy to say that that is not the case with joint resolutions in Oklahoma and probably the .fed too. I just looked this up and here's what I found (emphasis mine):


I would only echo what GTG stated and say that I don't trust the likes of Rep. Lowe to not take the great explanation provided by @sturgisrun and twist and worm his way around basically ALL of it. The only way to get around that nonsense is to define that scrutiny in a concrete unquestionable fashion. That's my only issue. I get the baby step part, but it's very frustrating to have to do that dance...
Once passed, it will go to the vote of the people in November.

9 Active OK2A Bill Summary: 3-12-2020

1. HB2546 Roberts/ Daniels Oklahoma Self-Defense Act of 2020 Incorporates many unorganized sections of law into the new act.
2. HB2547 Roberts/ Bergstrom Passed: allows municipalities, by ordinance, to authorize all or certain municipal employees to carry concealed firearms. The employee must have been issued a valid handgun license pursuant to the Oklahoma Self-Defense Act. The measure provides that the municipality is not liable for any loss, damage or injuries that occur in relation to or caused by the possession or storage of a firearm by an employee. The measure provides immunity to civil and criminal liability to the employee. The measure prohibits carrying of firearm in prohibited locations and defines such locations. State Preemption: allows any person who’s rights have been violated by any order, policy, ordinance or regulation promulgated or enforced by any person, municipality, agency or other political subdivision of this state which restricts the sale, purchase, purchase delay, transfer, ownership, use, keeping, possession, carrying, bearing, transportation, licensing, permit, registration, taxation other than sales and compensating use taxes, or other controls on firearms, knives, firearm and ammunition components, ammunition, and supplies may bring a civil action against the person, municipality, agency or political subdivision. A court may require the political subdivision to pay reasonable expenses to a person in an action under certain conditions.
3. HB3010 Gann/ Bergstrom Passed: makes numerous changes regarding firearms. The measure requires that when carrying a firearm, the firearm must be carried in a general vertical position with the barrel of the firearm safely pointed in a general up or down direction. The bill clarifies that only a citizen or permanent resident, who can lawfully purchase or possess a firearm may carry or transport a concealed or unconcealed firearm. The bill removes the administrative penalty for carrying a restricted bullet by a Self- Defense Act card holder. The measure requires a person carrying a firearm to have valid identification on their person while carrying a firearm.
4. HB3165 K West/ Daniels Passed: provides a burden of proof standard when immunity claims are raised in criminal prosecutions regarding the use of physical or deadly force. The measure provides that if a prima facie claim of immunity from criminal prosecution has been raised by a person, the State of Oklahoma is required to prove beyond a reasonable doubt that such immunity is not applicable.
5. SB1081 Dahm/ Echols: Anti-Red Flag Law - as introduced creates the Anti-Red Flag Act. The measure preempts any legislation propagated by any municipality or other political subdivision of this state related to extreme risk protection orders issued against or upon a citizen of Oklahoma. As defined by the measure, an extreme risk protection order is an executive order, written order or warrant issued by a federal court or signed by a magistrate or comparable officer of the court, for which the primary purpose is to reduce the risk of firearm-related death or injury. The measure prohibits entities from issuing a protection order that infringes upon the Constitutional right of any Oklahoman citizen to keep and bear arms or the right to free speech. The measure also prohibits state agencies from accepting any federal grants to implement any federal statute, rule or executive order, federal or state judicial order or judicial findings that would have the effect of forcing an extreme risk protection order against or upon a citizen of Oklahoma.
6. SB781 Scott/ Steagall: Secures right for private employee using their own private vehicle for company business to have weapons in vehicle while conducting business for their employer.
7. HB1111 K West/ Bergstrom: allows an any person to carry a concealed or unconcealed firearm into any restaurant or other establishment licensed to dispense beer or alcoholic beverages where the sale of beer or alcoholic beverages does not constitute the primary purpose of the business. The amendment provides that it is lawful for a person carrying a firearm to be in a designated bar area of the restaurant as long as the person carrying the firearm is not consuming beer or alcoholic beverages. The amendment provides that establishments that derive 51% or more of its annual income from alcohol sales consumed on the premises must post signage on the entry doors that reads “51%”. The amendment provides that any patron who carries into a “51%” establishment and refused to leave is guilty of a misdemeanor.
8. HB2336 S Roberts/ Bullard: allows a local board of education to adopt a policy to authorize the carrying of a handgun onto school property by school personnel who hold a valid reserve peace officer certification, or is an employee who possesses a valid handgun license.
9. SB959 Dahm/Echols: MJ Card Holder Protection to get SDA License: clarifies that a person may not carry firearms while under the influence of marijuana. Nothing in this measure shall be construed as to deny a person a handgun license on the basis of the applicant being a lawful holder of a medical marijuana license.

No not into a "bar".A restaurant making 51% or more of its take on food that has a bar area, you can sit at that bar and eat and have any non alcoholic drink. A bar that is more alcohol sales than food (51% or more) you can not enter.
