I have the Lee auto-drum powder measure. With fine powder like W231/HP-38 it is very very consistent.
It’s not terribly expensive either.

It screws into the top of the Lee expanding die or a charge die and dumps power as the case is being expanded. Very slick, convenient and consistent.

UPDATE: I thought I had my powder woes defeated and had developed a consistent dance with the dispenser...I really thought I did, but apparently I didn't. Out of my latest 50 rounds the first 15ish were spot on but the last 35 drifted from +.2 grains to most being under .3 grains, which put my charge at 3.7 which is below the specified minimum.

I am 100% convinced it's me and my technique.

With that said....I went and bought a Lyman Gen6 powder dispenser and couldn't be happier! Just loaded 50 and it's comforting to know what the charge is. Out of the dozen or so I compare weighed not one was over or under charged. It's just too easy.
