I reload in a bedroom in the house with carpet on the floor.
Most carpet is nylon yea it holds static in a dry environment but it takes much more than static to light off smokeless powder.

Here is something to try.
I tried it and never got the powder to light off.
Old striker for your oxygen torch makes a lot of sparks ..I stuck smokless powder in it and tried my hardest to get it to light off
The powder was 3031 .
I also tried to light it off in a muzzleloader using a #11 cap in a sidelock.. No projectile just powder and toilet paper packed on top of it.
No ignition.
It takes quite the fire to light smokless powder..For insulating and wind block carpet is hard to beat.

And many times you can find it for free or really cheap.
