113 db? That's about like a car horn at arm's length. I imagined a suppressed .22 would be considerably quieter than that, though I've yet to witness someone firing one.

Seems high for sure.
The action probably has a lot to do with it, but still more than I would expect from a .22 rifle.

My savage bolt action using sub sonic rounds is less than the sound of a red Ryder bb gun.

I suspect it's measured at the muzzle. Would be much less on the backend and if your ear was at the muzzle you'd have bigger problems than ringing ears...just a guess though.
