I believe that the only policing agency for NFA items in the ATF. They are the only agency that you are legally required to produce paperwork if asked.
Yes, however you are also required to keep a copy of the approved form 1 or in this case submitted form 1 at all time when it’s with you.

Would it really be worth it to be a jackals when a cop ask you if you have the paperwork for a SBR just to make a point? They can and should detain you until a atf agent can come and verify your paperwork is in order. Is it a pain in the a$$? Hell yeah it is but it’s also easier to just comply if there’s nothing to hide….. All that just to say life would be way easier without the atf around

Just playing d-advocate, but under that logic the cops would pull over every car they see just to check if they have a valid drivers license. Or detain until game warden can get there to check fishing licenses for people they see fishing in an urban pond as they are driving by, etc...slippery slope. What if you had paperwork and they illegally detained you?

From ATF final rule 2021R-08F, Section V, subsection B, "Options for Affected Persons", 2nd paragraph:

"To transfer an affected firearm to another individual after the date this rule is published [Jan 31, 2023], it must be registered in the NFRTR, and the individual must submit and receive approval on an Application for Tax Paid Transfer and Registration of Firearm, ATF Form 4; otherwise, the transfer is a violation of the NFA (see 26 U.S.C. 5861 (e)."

The NFRTR is the National Firearms Registration and Transfer Record. To date, more than 641,000 SBRs are registered in the NFRTR.

True, I would hope that someone would be good enough to just show the form and it would be done and over.

Other things to consider, if the gun or suppressor is in a trust, a copy of the trust is required to be present as well.

I think the key there would be more if someone owns/keep a short upper? The brace is a piece of plastic that can be used on any of their 16" rifles if they own them. What if a guy had a braced weapon and then decided to comply with the new rule change and threw away his brace. Well if he owns several STOCKS in his parts bin that were take-offs from OEM non-NFA rifles, then he'd have to throw all those way too if he still had the shorter upper...maybe even including the stocks that are mounted to his 16" rifles. The only way I see to comply with this (if constructive possession is commonplace) is for people to throw away or destroy their short uppers or just the barrels and add a 16" barrel (or just follow the new rules and register the SBR).

To me is seems, constructive possession is more related to having a short upper more so than a brace or stock that can already legally be used on any non-NFA rifle?
They WANT you to not have an upper. (Or just follow the new rules and register the SBR (or just follow the new-new rules and register.....to get the free yellow star (or just follow the new-new-new rules and get on the train)))
