Selling within a year?

Anybody have a link to the law that states a person who buys a gun and sells it within a year, must do so via form 4473?
I cannot find it on the ATF website...it just says private sales do not require 4473.
Have I been misinformed? My understanding is that within a year it needs a 4473 but if that were true it seems that info would be easier to find/verify.

One of the problems with the law is the lack of such objective criteria, and attempts to make them in admin rules have been shot down in court.
They relay heavily on "follow the money" and who really gets the gun.
Same with how many guns you can sell without being a dealer: it depends on the specifics, and selling off a collection is different from buying guns and "reselling" them immediately in the parking lot.
There is a lot of misinformation floating around about Federal and State laws.
