In the Mid 90's Treasury Under Secretary for Enforcement Ronald Noble started a project to digitize all archived 4473's. When that program was exposed he was encouraged to work elsewhere. At that time 25 years ago the law specifically prohibited copying in any form those records. Also at the time there was a question if ATF could even keep the records beyond 20 years. FFL holders were allowed by law after 20 years to destroy the forms. It was thought that ATF could do the same. Noble left Treasury and went to Interpol and the whole matter moved out the spotlight. Wonder if that law has been changed?
