I went to the site and clicked on Join, but I guess there is something wrong with the site, because my computer is advising not to continue with it. It there a way I can just pay cash for a membership at a match?

I don't think there's anything wrong with the site, but if you're hesitant you can always call USPSA: (360) 855-2245. They're open during the day M-F and are always very helpful when I need something.
