In addition to. As code_3 stated above the VA fee will be added to the mortgage, the closing costs are a separate animal all together.

....and if you are at least 30% VA disability rate, IIRC, the funding fee is waived.

If you have E-benefits, you can log in and get your cert. of eligibility.....it will tell you if you're exempt from the funding fee or not.........not sure what % you have to be, but i wanna say its 10% or higher.
