still learning my way around here and trying to soak up all I can while I have access to Internet. anyway these can vary widely I'm sure but what is the input from someone that has shot one, owns one, built one. can they be good rifles, what the cost for one around if they can be found?

I know what it is. Looks like a dressed up PSL even if it’s a VERP. Be nice if someone made and imported Dragonovs that were not insanely priced once more

Rhineland arms is another option for dragunov replica Vepr furniture. They carry paduk wood too, which is supposed to be pretty close to the OG plywood.

If you just want the look and cartridge, a Romanian PSL from century is the cheapest way I know of getting one. Comes ready to shoot out of the box. Supposed to be pretty good, Rob Ski likes his. One of these days when I get around to wanting another cartridge in the collection I’ll get one.

Also, OP, you asked how much it would cost to buy a Vepr, here’s gunbroker. To be honest the prices are high, but I don’t know that you’ll find any for less than $2500-3000.
