I completely agree about the database. Too many public servants are allowed to resign instead of facing criminal charges only to get the same type of job in a different city or state. It's not just cops, it's teachers who have inappropriate relationships with students, it's politicians who lose millions of dollars of taxpayer funds.... Being given the option to "just resign" should be removed from the table unless it's something minor like possession of stolen office staplers.
