Anyone have a clue what this house/building is or was supposed to be? It's east of I35 between NE 23rd and NE 36th

I drive by it every day and it's as if the goal towards completion is one nail per week with no measuring or checking for level on anything.

I think it's going to be a restaurant. Po Boys Seafood. At least that's what the permit pulled in 2013 had it being.
